Position Summary

This position is responsible for the operational and strategic human resources functions including benefits & salary administration, employee relations, legal compliance, employee development, performance management and payroll for approximately 160 employees. The position will support Oneida Innovations Group (OIG) and its subsidiaries with employees located near its headquarters in Oneida, New York as well as employees at contract sites throughout the US and, potentially, internationally. This position reports to the VP for Innovation and works in close consultation with the Human Resources subject matter experts of the Oneida Indian Nation.

The ideal candidate for this role is an experienced HR Manager with a strong generalist background, accustomed to rolling up his/her sleeves with an eye on the big picture. The HR Manager role requires clear, concise communication with all levels of the organization, external vendors, and clients. A background in government contracting with Service Contract Act (SCA) knowledge and associated compliance mandates is required. Experience providing HR support for an organization delivering technology services is preferred. Must be able to work collaboratively in close consultation with the Human Resources subject matter experts of the Oneida Indian Nation.

Specific Duties

Human Resource Leadership

  • Manages, all human resource functions
  • Supervises one direct report handling Talent Acquisition
  • Establishes positive, collaborative working relationships with department heads across the organization
  • Implements process improvements as needed into all HR services, enhancing service and communications with employees of OIG and its subsidiaries
  • Makes recommendations to senior leadership regarding process improvements, compliance, benefits, compensation, and other areas in HR


  • Works with the VP for Innovation and the Oneida Indian Nation Legal Department to ensure organizational compliance with regulatory bodies associated with federal contracting human capital management (e.g. SCA, WDR, OFCCP, AAP, etc.) and associated best practices
  • Works with the Human Resources and Legal subject matter experts of the Oneida Indian Nation to ensure that HR, benefits, and compensation practices follow all applicable employment laws
  • Maintains knowledge of current regulatory requirements and changes
  • Conducts annual internal HR audit; resolves discrepancies


  • Understands OFCCP requirements; ensures recruiting practices meet OFCCP standards
  • Works with managers to ensure position descriptions are prepared appropriately
  • Oversees Talent Acquisition/Recruiter's efforts, supports managers in hiring process with associated inquiries

Organizational Development & Training

  • Prepares and conducts presentations to staff (or other audiences) on various HR or OIG topics
  • Works in close consultation with the Human Resources subject matter experts of the Oneida Indian Nation to provide comprehensive orientation and onboarding for all new employees of OIG and its subsidiaries

Retirement Fund Administration

  • Serves as a point of contact for employee participation in OIG-sponsored retirement plans and arranges employee education
  • Ensures accurate plan contributions and funding and audits employee plan administration regularly
  • Ensures accurate and timely filing of 5500, as applicable
  • Ensures appropriate materials, annual letters and reports are distributed to staff within compliance standards


  • Oversees administration of employee benefit and wellness programs
  • Works in close consultation with the Human Resources subject matter experts of the Oneida Indian Nation to ensure proper management of STD, LTD, FMLA, FSA, COBRA, and other complex benefit situations
  • Assists employees with receiving various company-paid benefits and coordinates open enrollment communications
  • Leads annual open enrollment communications and education for employees
  • Coordinates annual plan evaluation and renewals, and makes recommendations for plans to the Benefit Plan/Fiduciary Committee
  • Serves as a liaison to all benefit vendors
  • Ensures and coordinates data collection for ACA reporting
  • Manages the ACA reporting process annually

Employee Relations

  • Assists employees with daily questions
  • Works in close consultation with the Human Resources subject matter experts of the Oneida Indian Nation to handle employee relations issues and assists in coaching managers and staff with the performance improvement process
  • Handles and resolves complaints from staff and managers regarding various issues, facilitates meetings and plans with staff to ensure consistent application of policies and practices
  • Counsels staff and managers on various employee issues as needed
  • Prepares staff increase letters and employee status change letters
  • Recommends modifications to, and maintains, staff handbook
  • Develops guidelines for performance evaluations and administers performance evaluation process and schedule
  • Develops/updates job descriptions for various positions as needed
  • Counsels and advises employees in accordance with the policies and procedures of the organization
  • Drafts and disseminates staff communications
  • Oversees maintenance of HRIS system

Payroll, Unemployment, & Worker's Compensation

  • Prepares payroll and ensures timely and accurate submissions are in compliance with applicable laws
  • Educates managers and staff about appropriate timecard completion, answers questions on overtime, etc.
  • Reviews timecards and facilitates changes with employees and managers for accurate timecard submission
  • Enters benefits deductions into payroll system (PAYCHEX)
  • Completes unemployment paperwork when received from the state and represents organization in unemployment hearings, as needed
  • Produces applicable compliance filings and reports
  • Handles worker's compensation claim issues, facilitates claim submission and serves as a point of contact for employees and worker's compensation carrier


  • Supports the VP for Innovation in providing periodic compensation analysis for requested positions
  • Assists with the development and implementation of OIG's compensation strategy, obtaining appropriate authorization for compensation decisions


  • Bachelor's degree in HR or related discipline preferred
  • 7-10 years of progressive HR experience in employee relations, payroll, benefits, and salary administration and performance evaluation experience
  • 5-7 years of experience in a HR government contracting required; 2 years in technology services industry preferred
  • Polished, professional, optimistic, and self-starting personality and attitude
  • Highly organized and detailed oriented individual
  • Strong employee relations skills; ability to interact effectively with all staff levels to make appropriate recommendations
  • Strong knowledge of federal, state and local employment and ACA laws and requirements
  • Advanced proficiency in Microsoft Word, PowerPoint, Microsoft Excel, and Microsoft Outlook
  • Familiarity with HRIS systems
  • Experience with Paychex preferred
  • Ability to work in a dynamic, fast-paced tactical HR environment

  • Requires regular local travel between worksites near headquarters; may require occasional air travel to government contract sites.
