Job Title: Facility Security Officer

Reports to: Director of Business Affairs

Oneida Technical Solutions is looking for a Facility Security Officer (FSO) to support our government contracting operations. The successful candidate will be responsible for the management and implementation of the National Industrial Security Program (NISP) and all other security activities for our Corporate Headquarters located in Oneida, NY

Duties include, but are not limited to:

All NISPOM compliance matters, ensuring/overseeing proper document control, visitor control, personnel security, DCSA compliance, Intel security program compliance, review of all prime contract DD Form 254s and preparation of subcontract DD Form 254s for classified subcontracting, visit requests, and security aspects of prime contracts and subcontracts.

  • Responsible for maintaining DoD program compliance as it pertains to responsibilities, requirements and obligations associated with holding a Facility Clearance (FCL).
  • Interprets policy and applies mitigation strategies to minimize vulnerabilities and incidents.
  • Provide timely and accurate Industrial Security guidance to Human Resources, Recruiting, Contracts, Program Managers and Staff.
  • Ensure data compliance for multiple CAGEs in DISS and NISS.
  • Performs all personnel-related actions within the system of record (currently DISS) for new hires (e-QIP, SF86), record maintenance and initiation of periodic review investigations, and maintenance activities to disassociate separated employees from our FCL.
  • Coordinates all security/investigation-related onboarding activities for new hires, including monitoring and follow-up of completed paperwork, coordinating fingerprint collection/submission and reviewing security in-briefings and training.
  • Coordinates employee out-processing pertaining to security requirements, including but not limited to security out-briefings,
  • Perform self-inspections and participate in government Continuous Monitoring reviews and on-site inspections.
  • Develops, coordinates and implements the Security Education program.
  • Maintains all required files in preparation for any onsite inspections from DCSA.
  • Exhibit leadership and decision-making ability within the scope of the position.
  • Produces finished documentation; e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments.
  • Provides research and technical support to projects, produces solutions and documentation, and monitors project tasks and schedules.

Required Qualifications:

  • Bachelor's degree required; a combination of college and work experience or 4-6 years related Industrial Security experience may be substituted in lieu of degree
  • Must possess a Top Secret clearance at the time of application and be eligible to obtain SCI in the future
  • Must have physical security and classified meeting experience
  • Must be able to manage special projects and training initiatives
  • Experience working with a security system of record in coordination with DISS, NISS, NCCS, eQIP, and other government security systems of record
  • Must have working knowledge of the NISPOM and able to interpret government policy (NISPOM, ICD, SEAD, etc.)
  • Must be proficient with Microsoft Office and Adobe Acrobat applications
  • Must possess excellent oral and written communication skills
  • Must be self-motivated and have a sense of urgency

Preferred Qualifications:

  • Experience with COMSEC or as a COMSEC Custodian
