Oneida Technical Solutions, LLC (OTS) has a rich history of providing IT support and associated services in highly complex, highly regulated, highly secure environments, including the U.S. Department of Defense (DoD), law enforcement, health care, retail, and the casino gaming industry. OTS is a wholly owned subsidiary of Oneida Nation Enterprises, and is the parent company of Croop-LaFrance (CLF), an experienced federal contracting firm.


We are seeking a full time, on-site Cybersecurity Support Lead to provide technical processes and technical management for our on-site team. Support will be provided to the Army Combat Capability Development Command, Chemical Biological Center, G-6 (CCDC, CBC G-6) based out of Aberdeen Proving Grounds, MD, which has a requirement to conduct and synchronize operations across the Army instance of the Defense Research and Engineering Network (DREN) portion of the DODIN in support of and to ensure the availability, integrity, and confidentiality of the DoD data and DoD information systems (IS) used by the RDT&E community. This includes providing services for the protection, monitoring, analysis, detection and response to unauthorized activity within the DREN and defending against unauthorized activity. Additional support will provide intelligence support to cyber operations, including contingency operations and exercises, to include research, evaluation analysis, integration, and interpretation of information from multiple intelligence and operational sources, and fuse the information into finished intelligence products for anticipated or unspecified intelligence production requirements. This is a contingent hire based upon contract award. The successful candidate will be customer-focused, responsive, reliable, and detail-oriented with solid managerial, technical, communication, and problem-solving skills.


Responsibilities and Duties:

Will work closely with government Cybersecurity staff to implement the Army Cybersecurity program at the U.S. Combat Capabilities Development Command Chemical Biological Center in accordance with Army Regulation 25-2. Will govern and monitor the IT security posture of all network enclaves unclassified and classified, as well as provide authority on Cybersecurity policies that shall be adhered to from above the organization as well as internally made supplemental guidance. Will work closely with organization's Government Chief Information Security Officer (CISO), Information System Security Manager (ISSM), and Network Information System Security Manager (N-ISSM) in regards to policy creation, best business practices and general Cybersecurity governance. Will be the primary POC for all RMF Assess and Authorize (A&A) responsibilities and Cybersecurity inspection actions for the organization, and to serve as the Information System Security Manager, Representative (ISSM-R) for all Cybersecurity actions required. This position will be responsible for all activities relating to Cybersecurity procedures and systems. They will confer with and advise subordinates on administrative policies and procedures and resolving technical problems, priorities, and methods. Will consult with and advise other support teams within the CBC G-6 both contractor and government regarding internal controls and security procedures. They will prepare activities and progress reports relating to the information systems audit function. Specific tasks include:

       Provide project lifecycle management for all Cybersecurity task driven efforts.

       Provide oversight for all other contract personnel associated with the Cybersecurity support task

       Provide updates to CCDC-CBC CISO, ISSM on all Cybersecurity projects and currently assigned tasks.

       Provide support to all other contract personnel associated with the Cybersecurity support task.

       Provide work performance feedback on Cybersecurity task personnel to Cybersecurity task Technical Point of Contact (TPOC) and contract program manager. Work to address any performance issues related to Cybersecurity task personnel, ensuring all task areas and requirements are being satisfied.

       Responsible for conducting interviews, and evaluating and assessing skillsets of potential candidates for Cybersecurity task position vacancies.

       Possess in-depth knowledge of enterprise DoD / Army Cybersecurity and security standards.

       Develops and implement DoD /Army Cybersecurity/security standards and procedures.

       Coordinate, develop, and evaluate security programs for an organization. Recommend DoD / Army Cybersecurity/security solutions to support customers' requirements.

       Identify, report, and resolve security violations in accordance with DoD and Army policy.

       Support customers at the highest levels in the development and implementation of doctrine and policies.

       Apply know-how to government and commercial common user systems, as well as to dedicated special purpose systems requiring specialized security features and procedures.

       Perform analysis, design, and development of security features for system architectures.

       Analyze and define security requirements for all IT systems associated with CCDC-CBC mission.

       Design, develop, engineer, and implement solutions that meet DoD /Army security requirements.

       Analyze general Cybersecurity-related technical problems and provides basic engineering and technical support in solving these problems.

       Ensure that all information systems are functional and secure.

       Work autonomously to research and design solutions to satisfy customer requirements

       Proactively identify network security weakness and develop solutions to improve security posture.

       Conduct research and fact finding to identify DoD/Army policies related to network security.

       Create, review and update Network Cybersecurity policies and documentation specific to the organization. Create, review and update security architecture documentation specific to the organization.

       May perform other duties as assigned.

       Highly desired: DoD and Army RDT&E experience as a contractor or otherwise

       Highly desired: Former military experience


Required Experience:


       Bachelor's Degree or higher in a related field

       Proven track record of engaging with Government personnel at a senior level

       Experience supporting the Army/DoD or Federal Government

       Minimum 7 years' experience supporting Enterprise Cybersecurity and RMF for Support, Administration, and Maintenance tasks

       Must have a current ISC2 CISSP security certification or other applicable DOD IAM-III DoDI 8570.01-M baseline certification


Must have a current Top Secret Clearance with Single Scope Background Investigation with edibility to meet the IT-I requirement and obtain a TS/SCI Clearance.
