Oneida Technical Solutions, LLC (OTS) has a rich history of providing IT support and associated services in highly complex, highly regulated, highly secure environments, including the U.S. Department of Defense (DoD), law enforcement, health care, retail, and the casino gaming industry. OTS is a wholly owned subsidiary of Oneida Nation Enterprises, and is the parent company of Croop-LaFrance (CLF), an experienced federal contracting firm.


We are seeking a full time, on-site Program Manager to provide technical processes and technical management for our on-site team. Support will be provided to the Army Combat Capability Development Command, Chemical Biological Center, G-6 (CCDC, CBC G-6) based out of Aberdeen Proving Grounds, MD, which has a requirement to conduct and synchronize operations across the Army instance of the Defense Research and Engineering Network (DREN) portion of the DODIN in support of and to ensure the availability, integrity, and confidentiality of the DoD data and DoD information systems (IS) used by the RDT&E community. This includes providing services for the protection, monitoring, analysis, detection and response to unauthorized activity within the DREN and defending against unauthorized activity. Additional support will provide intelligence support to cyber operations, including contingency operations and exercises, to include research, evaluation analysis, integration, and interpretation of information from multiple intelligence and operational sources, and fuse the information into finished intelligence products for anticipated or unspecified intelligence production requirements. This is a contingent hire based upon contract award. The successful candidate will be customer-focused, responsive, reliable, and detail-oriented with solid managerial, communication, and problem-solving skills.


Responsibilities and Duties:

       Act as the overall lead, manager and administrator for the contracted effort. 

       Ensure that all projects performed meet the government requirements within the funding, timing and staffing constraints.

       Serve as the primary interface and point of contact with Government program authorities on technical and program/project issues.  This includes working closely with the Technical Point of Contacts (TPOC) to facilitate effective planning and accomplishment of critical objectives in a timely manner. Provide weekly project status updates in writing.

       Support the TPOCs by providing information related to the performance and completion of the tasks.

       Oversee contractor execution of the contract requirements. 

       Provide project management expertise to the government Task Lead and support development of action plans (using PMBok methodology) for designated projects

       Maintain a master schedule of deliverables and provide proactive guidance to Task Leads to ensure compliance with the project plan

       Individually lead project execution for designated client initiatives and/or tasks (as needed)

       Facilitate meetings, coordinate events/meetings, develop project support material and keep all project management plans up to date and accurate

       Attend all formal project reviews as well as all periodic progress meetings scheduled by the TPOC and take notes of all meeting.

       Notify the TPOC of any delays, problems or issues that may occur with specific projects

       Support and lead collection, evaluation, analysis and report creation for various projects/initiatives

       Ensure that all projects performed are coordinated through the Change Management Control Board and all Request for Change are submitted in accordance with CBC G-6 policy.

       Provide Support Services to include:

o   Plan/Assist/attend various client meetings; if requested take/record minutes and notes; disseminate meeting minutes/notes to client stakeholders

  Facilitate designated client meetings; prepare facilitation material; disseminate facilitation results to client stakeholders

  Capture & Follow-Up on outstanding actions associated with meetings, facilitation, projects (as designated)

  Collect, evaluate, and analyze program data; create/develop reports

  Develop and prepare briefings and support materials

  Craft/Write client content in support of varying projects, activities, initiatives

  Define and document roles and responsibilities

  Identify key players and inter-relationships

  Provide project planning, scheduling, and administrative support service

  Prepare regular performance reports based on contract requirements

o   Supervises and oversees direct reports and provide managerial support as assigned

o   Implement the approved Quality Assurance plan



Required Skills:


       Strong written and oral communication skills

       Team player who is a flexible, self-starter with strong attention to detail

       Attends to details in deliverable production, customer interaction and action tracking

       Strong facilitation skills and experience with client facilitation (staff through leadership level)

       Possess the ability to think on one's feet

       Can consult with others in an effective and polite manor

       Robust public speaking skills

       Assumes ownership and responsibility for assigned actions and/or tasks

       Sets priorities and recognizes when re-prioritization is needed based on project and client needs

       Can effectively organize information

       Possess the ability to synthesize information

       Government contracting experience

       Highly desired: DoD and Army RDT&E experience as a contractor or otherwise

  • Highly desired: Former military experience


Required Experience:


       Bachelor's Degree or higher in a related field

       Proven track record of engaging with Government personnel at a senior level

       Experience supporting the Army/DoD or Federal Government

       Minimum 10 years' experience supporting project management, analysis, and delivery

       Highly desired: Certification from the Project Management Institute (PMI) such as a PMP or equivalent

  • Must have a current Secret Clearance with NACI Background Investigation.
